Former Administrator of the District Assemblies Common Fund (DACF), Irene Naa Torshie Addo, has dismissed allegations that she contributed to the New Patriotic Party’s defeat in the 2024 general elections.
Speaking to the media, Naa Torshie said it is unfair for members of her own party to accuse her of refusing to release common funds to Metropolitan, Municipal and District Chief Executives (MMDCEs), insisting that the responsibility did not lie with her.
According to her, former President Nana Akufo-Addo and his Vice, Dr Mahamudu Bawumia , failed to release the funds to her office, making it impossible for the DACF to disburse the monies on time.
“The President, Nana Akufo-Addo and Bawumia refused to release the common funds to me. Every fund approved by Parliament was disbursed according to the laid-down formula,” she stated.
Naa Torshie Addo further argued that the NPP’s popular claim of “we have the men” was misleading, insisting that Dr Bawumia, who chaired the Economic Management Team (EMT), directed how the fund formula should be applied.
She stressed that every action taken by her office passed through the proper authorities, adding that Parliament approved all disbursement formulas before they were executed.
“NPP did not take decentralisation seriously during their 8-year regime. Why are you blaming Naa Torshie?” she retorted.
The former Member of Parliament for Tema West added that the statutory funds were the responsibility of the then Minister of Finance, Ken Ofori-Atta, and his deputy, insisting that the party should direct the blame there.
“If MMDCEs want to blame someone, they should blame their MPs who passed every formula. We claimed we were more knowledgeable than the NDC, but today they have beaten us with it and are even managing the dollar better,” she stated.
Naa Torshie criticised the EMT, saying they failed to deliver on their promise to stabilise the cedi.
“Akufo-Addo brought Bawumia to rescue the dollar, but after eight years, the dollar was worse. Where are ‘the men’?”
She noted that despite the attacks on her, former President Akufo-Addo honoured her before leaving office because he believed she had worked diligently.
Naa Torshie Addo is currently on a regional tour campaigning for Kennedy Agyapong ahead of the NPP’s presidential primaries scheduled for 31st January 2026.
She expressed strong confidence in Kennedy Agyapong’s chances. “The delegates are going to vote for Kennedy Agyapong. He will win with 54 per cent.”
She added that the 2028 general election would be a “showdown” for Kennedy Agyapong, insisting he is the party’s best hope moving forward.
